The Village of Bartlett remains committed to responding to all natural and man-made disasters or active threat situations utilizing trained personnel, equipment, and National Incident Management System (NIMS/ICS) protocols. Our team holds quarterly training meetings and expands our training to encompass various topics in emergency management including planning special community events, developing a Village Comprehensive Emergency Preparedness Plan, and conducting tabletop exercises, functional exercises, and full-scale exercises. The team also works together to develop emergency plans, large scale training, and works together during real-world emergencies. The Village of Bartlett revised the Emergency Operation Plan in 2023 and contains 21 annexes that would assist the Village in most emergency situations. Although some hazards are less frequent than others, the Emergency Management Team facilitates additional planning and training on hazards with the highest potential including: Severe Weather events, Active Threats, Public Health Emergencies/Pandemics, Winter Weather events, and Transportation Emergencies.

The Village of Bartlett is also a member of the DuPage County Incident Management Assistance Team (IMAT). As agencies are being faced with more complex incidents, the need for well-trained, experienced experts in the field of incident management are becoming more necessary. IMAT will help the Village of Bartlett with the command and control of large-scale events such as an active -shooter situation, protest, and any large-scale incident needing many resources. When requested, IMAT will send sworn officers and supervisors from DuPage County municipalities to assist with the planning and handling of the incident.

What to do in an emergency

Make a Kit:

When there is an emergency or a disaster, make sure you and your family have a plan! Emergency Planning can be the key to surviving a disaster. It’s important to talk to your family and make a plan of where to meet, what to bring, and who to contact.

Recognize that in extreme situations, emergency resources may be limited. Be prepared to care for yourself and your family for at least three days (72 hours). In the event of a public health emergency, the CDC recommends families keep a two-week supply of groceries on hand to ensure a successful quarantine or isolation.

Identify at least two separate escape routes and practice using them.
Keep a flashlight and a pair of shoes by each bed.
Identify locations to meet in case you need to evacuate your home. Designate one near your home and one outside the neighborhood.
Designate an Out-of-area contact person. This person should be far enough away that they would not be impacted by the disaster and family members can communicate to this person to report their locations if they cannot reach each other. Provide your contact person with important names and numbers so he or she can assist in keeping others posted on your situation. Create a communications card for each member of your household to keep with them at all times.
Make copies of all-important documents and keep them off-site in a secure location.
- Include these documents: passports, birth certificates, Social Security cards, wills, deeds, driver's licenses, financial documents, insurance information, and prescriptions. Catalog and photograph valuables, and keep these with your second set of documents.

Emergency Planning:

It’s important to protect your family for any possible disasters by preparing a Family Emergency Kit! These kits include basic survival measures, important documents safe-keeping and even a few tricks of the trade. It’s also a great idea to keep a kit in your car!

Tornado Safety

Outdoor Warning Sirens:

The Village of Bartlett tests all outdoor warning sirens on the first Tuesday of each month at 10:00 a.m. for a duration of about 1 minute.

Activation:

If the Village of Bartlett is threatened by a tornado, the sirens will be activated for a duration of about 3 minutes. The location, design and performance of the siren system is intended to provide a warning to people outdoors to take cover. The sirens are not designed to provide warning to building occupants. Because of the unpredictability and sudden appearance of tornados, it may not be possible to provide advance warning; however, if you hear the warning siren, immediately seek shelter and tune into a local radio, television station, and/or social media for information.

Any “ALL CLEAR” information is provided by the local news media. The sirens will NOT be activated to indicate an “ALL CLEAR”.

What Do the Sirens Mean?

Our outdoor warning sirens can be used to alert for all hazards but most people know them for tornado warnings. Sirens have two settings and it is important to learn the distinction between the two tones.

• Alert: A single tone signifying an emergency alert. This signal may be used for an emergency or disaster, including a severe storm, tornado warning (not a tornado watch), earthquake, chemical hazard/hazardous material incident, extreme winds, or biological hazard.

• Attack: An up-and-down, rising and falling tone to signify there is a homeland security or attack emergency. This signal would be used if community officials were notified by federal and/or state government officials of an actual or impending attack on the local community.
