In response to recent regional and national discussions surrounding law enforcement’s use of Automated License Plate Reader (ALPR) technology, the Bartlett Police Department is reaffirming its commitment to transparency, accountability, and the responsible use of its Flock Safety ALPR system.

The Bartlett Police Department utilizes ALPR technology as an investigative tool to assist officers and detectives in identifying vehicles associated with criminal activity, locating wanted or missing persons, and developing investigative leads. The technology is intended to enhance public safety and assist law enforcement investigations while operating within clearly established policies and safeguards.

The Department has implemented several layers of oversight governing the use of its ALPR system, including restrictions on access and authorized uses, required justification for searches, supervisory oversight, and regular audits of the program. The Department is currently 100% compliant with its audits and established requirements governing the program’s appropriate use.
The Department has a zero-tolerance approach toward the misuse of ALPR technology or any other law enforcement database. In addition to its existing safeguards, the Department continues to reinforce its ALPR policy through training and education. All personnel with access to the system are required to review the Department’s ALPR General Order and demonstrate their understanding of the policy.

We recognize the concerns that have been raised about this technology, and we believe those concerns deserve thoughtful discussion. Our responsibility is to demonstrate that ALPR technology can be used effectively while maintaining appropriate oversight and accountability. We will continue to evaluate our program, strengthen our safeguards when necessary, and ensure its use remains focused on legitimate public-safety purposes.
